Is it getting that white film on it or is it actually dry rotting and cracking?

The white film can be cleaned off and treated with a variety of cleaners.

Hit up @Diboblo with a PM. He had this happen to his car a while back & as I recall had to order a whole box to get the 1 he needed.
He was giving them away at the time as I recall.

It is getting soft and when touched my fingers get black residue on them.

It has dry rotted and every time you touch it,, will get worse. There is a way to do this. Wish I had a video to show. This is on the rubber elbow that has pulled loose from it's connector,, correct? If so easy fix.

He did get a hold of me, he is sending me one of only 2 left. He told me it is 8mm spark plug wire boots.

Since it will be rubber again. I wood advise to coat it with a rubber based coating you can get at home depot. Just let the paint dept know what you are using it for. I have a quart here specifically for rubber. Called Armaflex white coating. But you can tint it to any color, they will do it for free.
