I thought primarily top end more robust valve train gear and springs for added RPM and load going from HC to RE or Demon 6,500 vs 6,200 RPM for internals, then the obvious larger blower with power chiller for bolted on externals
In order for these to not be 50 state for all cars there has to be some other difference that would produce a change to or effect performance & emissions.
I find it hard to believe that a change in the head gasket to allow more oil flow would be the only physical difference.
Depending on head gasket thickness it could only change change compression height varying compression. Unless water gallery passages or oil drain back, am I missing something here

All factory head gaskets now have the .118” diameter oil passage holes. The original .062” holes in the 15, 16, and 17 model years are obsolete and the only replacement gasket available unless you get gaskets from Cometic which are still .062 is the gaskets with the larger orfices. See the difference?
